The Desky Monitor Light Bar is not suitable for a laptop due to its clamp being designed specifically for monitor use.
The power output is 0.8 watts and the light can emit 700 lux with a colour temperature of 2700~6500K.
The light bar sits inline or slightly off from your screen so depending on your 3rd party web cam clamping style you might be able to fit both.
